The ad is a marketing tool. And although blank, still costs as much to occupy a full page in any paper.
I think it's a brilliant idea.

When my colleagues and I viewed the page our mouths dropped as we assumed the night crews had printed the page without the key (black) plates. Upon further inspection, we understood this brilliant advertising scheme. Everything in the blank boxes are priced over 99 cents.
