A simple request by two Los Angeles Times reporters for salary information on public officials in the small city of Bell blossomed into a scandal that has captivated readers nationwide. Reporters Jeff Gottlieb and Ruben Vives broke the story that disclosed Bell's city manager was being paid $787,637 a year.
